Arnoldo Torres is internationally recognized for his work on legislation reform. His public policy consulting firm, Torres2 Policy Consultants, assists primarily non-profit organizations and advocates on behalf of indigenous and ethnic communities.

In 2006, during the successful campaign of Governor Schwarzenegger, Mr. Torres served as an Advisor in charge of designing and supervising Latino outreach. While serving as the Executive Director of the Hispanic Association of Medical Assistance in California, Mr. Torres drafted the first legislation to bring doctors from Mexico to serve in Spanish-speaking rural communities; drafting the first national legislation that defined cultural competence and the linguistics of health and healthcare professionals in California.
As National Executive Director of the League of United Latin American Citizens (LULAC) from 1979 to 1985, Arnoldo Torres was responsible for developing, executing and overseeing the League's legislative and political agenda throughout the country. During the debate surrounding the Immigration Reform of 1986, Mr. Torres' policy work was fundamental. His contributions became the cornerstone of the first legalization program for more than 3 million undocumented workers in the United States. His work opened the door for undocumented workers to become residents and legal citizens. During his years with LULAC, Mr. Torres fought for human rights, particularly in the fields of labor, education, and housing, among others. Arnoldo Torres has worked tirelessly to provide a voice for Hispanics in the United States and internationally throughout Latin America, including El Salvador, Nicaragua, and Mexico.

His work was groundbreaking in his advocacy for the Latino community both domestic and across borders in international affairs. He previously collaborated as a Political Analyst for Univision for three presidential campaigns and worked as a commentator during Univision Programs and News such as "Ultima Hora" and "Al Punto." His writing has been published in the Chicago Tribune, Arizona Republic, Sacramento Bee, Albuquerque Journal, U.S.A. Today, and World Report. Mr. Torres has dedicated his life's work to serving minority communities and is globally acclaimed for his human rights efforts as a political advocate.
